Legal Aspects of Creating Safe Schools for Gender-Expansive Youth

Increasingly, schools are being called upon to meet the needs of transgender and other gender-expansive students. Across all grades and in virtually every aspect of a student’s life, educational institutions face new challenges to ensure that every child has full access to learning. This workshop will examine evolving legislative and policy requirements that are impacting everything from student records to athletic participation. What specific protections are in place for students? What if state or local districts do not explicitly have such protections in place? Where do anti-bullying laws fit in? In addition to these and other topics, the workshop will also include discussions about first amendment speech and expression issues, protections for teachers and schools, and legal implications in private school settings.

Amanda Goad, Esq.

Amanda Goad, Esq. is a Los Angeles-based Staff Attorney with the national American Civil Liberties Union’s LGBT & AIDS Project.  At the ACLU, Amanda has advocated for transgender and gender-nonconforming youth from Georgia to Idaho, in addition to working on a range of other issues on behalf of queer, trans*, and HIV-positive people.  Amanda is an alum of Rice University, Harvard Law School, and Teach for America.

Asaf Orr, Esq

Asaf Orr, Esq. is a staff attorney at the National Center for Lesbian Rights. The majority of his work focuses on youth issues, particularly transgender youth. Asaf was the lead attorney in Student v.
